Jury's Evaluation: The jury appreciated the clear concept based on respect for the specific character of Černá louka as a place with a unique combination of natural conditions on one hand and social and urban-forming functions on the other.
The convincing design of two layers was positively evaluated. The primary layer is dominated by a landscape-shaped meadow, an area with low greenery lacking formal structures and designed for free movement. Above it, as if without a firm anchoring, lies a layer of a minimal number of objects with mandatory functions, which only have very loose connections among them, contrasting with the organized and strictly shaped development of the adjacent city.
This composition allows for the creation of a desirable contact between the urban block development and the river even at a relatively great distance. At the same time, it offers an exceptionally flexible space for a wide range of social, cultural, and relaxation activities practically in the city center, thereby elevating the environment with natural qualities to a socially valuable and significant space.
Perhaps the decisive aspect of the design is the emphasis on context. Černá louka becomes, although just one of the links in the several-kilometer belt of greenery along the flow of the Ostravice, the only link where the natural environment intertwines with the cultural layer. The place thus seamlessly becomes a natural center of the extensive space.
The jury appreciated the surprisingly simple plan to achieve a favorable outcome and simultaneously stated that the design is realistic, economically acceptable, and fully complies with the assessment according to the competition criteria.
