Prague – Alongside the new building law, six new implementing regulations will come into effect. They will abolish some outdated technical parameters for construction, modify the process of documentation preparation, designate municipalities where construction offices will be located, and define their administrative districts. Additionally, they will establish a method for submitting project documentation into the new information system. The new building law and associated regulations include a transitional period until June 30, 2027. By this date, it will still be possible to submit and approve projects according to the existing implementing regulations.


The aim of the regulation on construction requirements is, according to the Ministry of Regional Development (MMR), to clarify the requirements and ensure faster construction. For instance, the regulation reduces demands for sunlight, parking spaces, or abolishes the necessity of separating toilets with an entry hall. It also defines the so-called apartment with a universal standard. This standard represents the basic, minimum spatial requirements that can meet the needs of most residents and can be applied in standard residential construction. The main requirement of the standard is the possibility of ensuring a maneuvering space in the shape of a circle with a diameter of at least 1.2 meters in all rooms.

According to the regulation on the establishment of municipal construction offices, it designates the municipalities where construction offices will be located and defines their administrative districts. The new system of municipal construction offices will consist of 401 offices in municipalities of the first and second type, with six offices being abolished. Together with the construction offices in municipalities with extended powers, there will be 607 construction offices. Decision-making will remain with local officials.

With the new building law, a digitized construction process will also be established from July 1. The regulation on the details of the operation of information systems for the digitization of the construction process defines parameters and forms for documentation submitted to the information system. It also describes the method of classifying buildings and how to register them in the system according to the identification number of the building.

The scope and content of documentation and project documentation for one-stage permitting established by the new building law, as well as the content of territorial analytical documents and the structure of land use development principles, will also be adjusted. New forms and their templates have been proposed. Applications will now need to be machine-readable, and the forms will have different color distinctions.

The new building law came into effect for some larger designated constructions, such as highways, on January 1 of this year; it will now also apply to land constructions, including residential and family houses or offices. For example, it will introduce a single construction process, thus eliminating the dual permitting process for territorial and construction permissions. In the end, there should be only one stamp for the builder, and deadlines for processing permits will also be established. The construction process will be digital for all participants via the Builder's Portal and other information systems.
