Prague - The Central Bohemian Region will propose an amendment to the building law for the development of towns and municipalities. According to the regional government, the owner should pay for the change of land to building plots. This way, they would contribute more than they currently do towards ensuring the necessary municipal infrastructure, which often lacks or is insufficient. This includes facilities such as kindergartens, schools, roads, or wastewater treatment plants. The regional representatives today supported the proposal for a change in the law and approved a legal analysis addressing a potential amendment to the building law and the law on local fees (or other laws).


The regional government supports the introduction of the option to amend the generally binding regulations for determining a reasonable contribution for the increase or decrease in land value when acquiring territorial plans. "The proposed legal regulation stems from the fact that territorial planning documentation is approved within the independent competencies of municipalities, and therefore the rules for these contributions should also be set within an independent competency in the form of a generally binding regulation," stated Deputy Governor for Regional Development Jiří Snížek (Pirates).

The regional leadership points to the problems of developing areas in several municipalities, where public infrastructure, both transport and technical, is lagging behind. In some places, civic amenities are also at capacity limits. The proposed change in the law is a response to the long-standing situation where smaller towns and municipalities surrounding larger cities have uncontrollably expanded with new "satellites", but civic amenities and infrastructure have not been secured with the development.
