Cycling paths on both sides of the street, wide sidewalks, and tree alleys – these are just some of the elements that the recently completed study by Atelier 111 architects proposes for the public space in front of the House of Culture. A new boulevard will be created on 28th October Street, fairly dividing the space among all participants in traffic and appropriately connecting important buildings and areas in the vicinity.
In the section from the Theatre of Petr Bezruč to the western edge of Dr. Milada Horáková Park, 28th October Street will transform into a generous urban boulevard. This will create a representative public space that will appropriately connect not only the House of Culture, the regional office, and the Theatre of Petr Bezruč, but also significant investments that are still being planned in the area (the scientific library Black Cube, parking house, new concert hall, revitalization of the adjacent Dr. Milada Horáková Park). The study of this city-wide important public space was completed by Atelier 111 architects.
“Several very significant projects are planned in this area, and their designs are at various stages of preparation. The study answers the question of how to work with the space between them, a space that none of the projects addresses on its own. It is very important to think about ensuring that both new and existing buildings create a functional whole that makes sense in the context of the entire city. At the same time, it is essential to coordinate all investments as best as possible,” stated Deputy Mayor Zuzana Bajgarová.
The concept of the study and its basic considerations were presented to the public by the developers at a meeting held on 22nd November 2022 at the SKELET KAFE café. People were interested in how the planned modifications would affect the flow of traffic, the greenery and the way it would be planted, and the connectivity of the proposed cycling paths to other sections of the city street 28th October – Opavská.
“The goal was to unify the appearance and improve the functioning of this city-wide important street around significant buildings and create quality public space. We attempted to fairly divide the street space among all modes of transport so that all traffic participants feel safe in the area,” commented Jiří Weinzettl, architect of Atelier 111 architects.
The completed study proposes two-meter-wide sidewalks and one and a half meter wide one-way cycling paths on both sides of the street. The pedestrian and cyclist space will be separated from the roadway by a green belt of perennials and a tree line of plane trees. The addition of large-crowned trees is one of the key elements that aims to improve the character of the street. In the section from Janovského Street to Na Jízdárně Street, the maximum permitted speed will be reduced. Drivers will be slowed down by a narrower roadway and local curvature of the street. The tram service will not be affected by the changes, as the trams naturally slow down at the tram stop in this section.
“The study is based on several traffic models that take into account the planned investments around 28th October Street and show possible scenarios for its load. The newly proposed changes will contribute to local traffic calming, allowing for the creation of quality public space and significantly improving conditions for cycling,” stated Zuzana Paclová, an architect at the MAPPA studio. She adds that calming traffic in this section of 28th October Street should, among other things, motivate drivers to use Rudná or Mariánskohorská for transit from Poruba to downtown, and after its implementation, also the Northern Connector.
The developers also paid attention to cross-connections of the street, such as pedestrian crossings and cycling crossings. For example, the crossing near the public transport stop, which currently has a “Z” shape, will be straightened. Throughout the entire section, the materials used for the surfaces will be unified. For the sidewalks, architects propose smaller format granite cubes, for the cycling paths and tram lanes larger granite paving, and for the roadway, asphalt surface, due to acoustic comfort around the concert hall.
Atelier 111 architects, laureates of the prestigious Czech Architecture Award for 2022, won the tender, where the contractor was selected based on professional approach and bid price. The principles of the Concept of 28th October Street – Opavská, which the city atelier MAPPA is developing and which is meant to assist in the long-term development of these streets, have already been incorporated into the study assignment. The area around the House of Culture will be the first section of the city street that will transform in accordance with the concept. The transformation of the street is envisaged for 2028, considering coordination with the construction activities of surrounding projects.
