Olomouc - The Olomouc city council can save several million crowns from its own budget in the preparation of a new land use plan. If successful with its application for a grant, it could receive up to three million crowns from the structural funds of the European Union.
      The city council welcomes the possibility of including the preparation of the new land use plan for Olomouc among project proposals for co-financing from the EU structural funds for 2007 - 2013. "We can obtain a maximum of three million crowns, but even that is a relatively significant amount in the overall budget. The money can be used for the development of the concept and proposal of the land use plan by a designer or for evaluating the impacts of the land use plan on sustainable development in the area," explained Radek Dosoudil, head of the planning and development department.
      The call for grant applications was announced by the Ministry for Regional Development of the Czech Republic at the end of January. It aims to support the creation and updating of land use plans for municipalities with regard to sustainable regional development. Olomouc could obtain funds from the Integrated Operational Programme for the period of 2007 - 2013 in the area of intervention Modernization and Development of Land Use Policy Systems.
      Olomouc can apply for funding only after signing a contract with the land use plan processor, which will be no earlier than June of this year. The city council announced a tender from which the final price of the entire project will arise just a few days ago.       The city council decided on creating a land use plan for Olomouc on September 15, 2008. The city of Olomouc subsequently prepared a draft assignment for the land use plan. This was discussed with both the public and the relevant authorities, even within twice the timeframe mandated by law. The city council decided to involve as broad a segment of the public as possible in the process of creating the city's land use plan, assisted by an unusually extensive information campaign launched last September. "In the end, we received a total of 17 opinions from the relevant authorities regarding the draft assignment, one suggestion from the neighboring municipality of Kožušany - Tážaly, and 153 individual submissions of comments. We evaluated and incorporated all of them into the amended draft assignment, which was approved by the city council in February," Dosoudil recalled.
      The land use plan, which will gradually be developed from 2008 to 2011, will shape the appearance of the city for at least the next fifteen years after its approval. The need for creating a new land use plan arose not only from the existing unsatisfactory condition, caused by many changes in ownership relations and other modifications, but also due to the new building law.
