Cesky Krumlov – A new urban district in the former Krumlov barracks Vyšný could start construction next year. The town hall will present plans to residents on April 21. A study for the establishment of a nursing home with 100 to 120 beds is also complete. The district would be supplied with heat from a new central source, and large energy companies are interested in the future contract. Josef Hermann, the deputy mayor, told ČTK today.
"We are approaching a turning point, the four years of preparatory work are coming to an end," said the deputy mayor. The city already has an architectural study developed by Ateliér 8000. The town hall will present it in the Luna cinema on April 21 to gather feedback from residents. It will then be discussed by the city councilors. A new district for up to 3000 people is planned in the former barracks Vyšný, with an estimated cost of four billion CZK. Residential buildings, a nursing home, a kindergarten, restaurants, and other services could be located on the 24-hectare site.
The city also has a manual from Frank Bold Lawyers on how to negotiate with investors and developers. According to Hermann, everyone will be familiar with how the city will be able to manage the land. The study for the establishment of a nursing home is also complete. According to previous information, the city wants to build it within five years on the site of the former barracks, with a capacity of 100 to 120 people.
"Given the demographics and the aging population, we see that there will be a need here. There has always been interest from investors. The study shows that construction and operation are incredibly expensive, and that building in-house is beyond the city's capabilities. We want to agree with the investor that they will leave beds available for people who do not have such economic strength, which the city can use," said the deputy mayor. In Krumlov, there is a nursing home Wagnerka, which has about 55 beds, and seniors can use retirement homes in Kaplice and Horní Plané.
For the barracks area, the town hall also acquired an energy concept. The future district should be supplied with heat from a new central source. "It is the most ecological. It would probably be based on a single gas boiler system," said Hermann. The city wants to find an investor to supply the heat through a tender. Hermann estimated the costs at several hundred million crowns. "We have conducted market research that large companies would be interested in the project," he added.
Cesky Krumlov, which has about 13,000 residents, has a budget this year with revenues of 445.7 million, expenditures of 537.9 million, and a deficit of 92.2 million CZK. The deficit will be covered by funds saved last year and from loans. It plans to invest over 160 million crowns, with one of the main projects being the renovation of the cemetery.
