Cesky Krumlov - Cesky Krumlov wants a lot of rental apartments to be built in the new district Novy Dvur. The district is to be created in the former Vyšný barracks, which is expected to house up to 3500 people according to the architectural study. The buildable area is 60,000 square meters. The study, which the city hall presented to the citizens today, anticipates up to 1200 apartments. Construction on the new district could begin next year, and there is also a completed study for a senior home with 100 to 120 beds. The construction project is expected to take 15 to 20 years, said Deputy Mayor Josef Hermann (KDU-ČSL) to CTK today.
The architectural study was prepared by Atelier 8000. It will be discussed by the city council in May. The previous estimate of costs for all constructions was four billion CZK. On an area of 24 hectares, there could be apartment buildings, a senior home, a kindergarten, restaurants, and other services.
"Cesky Krumlov has lost about ten percent of its population in the last twenty years, and one of the problems is the insufficient supply of housing. The former barracks are an ideal place, it is 24 hectares of land where up to 2500 people could live in the next fifteen to twenty years," said the Deputy Mayor. The study, in contrast, counts on up to 3500 people. Architect Martin Krupauer from Atelier 8000 stated that the city will need to update its energy concept, prepare phases for construction, or approve a new zoning plan.
Several dozen people attended the debate at the cinema. They were interested in whether the apartments would be affordable for young families and the residents of Krumlov. The area belongs to the city. "We can 'dictate' the conditions. We need rental housing, cooperative or other types that will bring the prices (for apartments) down. We would be very pleased to see a large portion of rental housing created here," Hermann responded. Other residents asked about the ecological burdens of the site and how the district would connect to the main road I/39.
The study concludes a four-year preparatory work. "The completion of the zoning study is a turning point in the transformation of the barracks into a new urban district. Now, nothing prevents us from offering the location to investors and finding out their interest in their own construction," stated Hermann. The city also has a manual from Frank Bold Lawyers on how to deal with investors and developers. The study for the establishment of a senior home has also been completed. A new housing policy proposal for the city is also ready. The district will be supplied with heat from a new central source, and large energy companies are interested in the future contract, Hermann told CTK.
New apartments are already being built in the former area of the Český Krumlov Jitona. The development company SVV real is building an apartment complex called Krumlovský vltavín, designed by Atelier 8000. It will include 193 apartments and housing units. The first phase is expected to be completed in the second half of 2023, when the companies finish a six-story apartment building. "There can be many apartments that will have an investment character," Hermann responded to one of the questions during the discussion.
Cesky Krumlov, with a population of about 13,000 people, has a budget this year with revenues of 445.7 million, expenditures of 537.9 million, and a deficit of 92.2 million CZK. The deficit will be covered by the money saved last year and from loans. It is investing over 160 million crowns, with one of the main projects being the renovation of the cemetery.
