Hradec Králové - The Hradec Králové Region today announced a competition for the modernization and completion of the Regional Hospital in Náchod at an estimated price of 1.3 billion crowns excluding value-added tax. Interested parties have until August 22 to submit their bids. ČTK learned this from the data on the regional public procurement portal. This is the third time the region has announced the contract, having canceled the previous two for various reasons. The reconstruction of the Náchod hospital is currently the main investment priority of the region.

After the envelopes are opened, the evaluation of the bids will follow, which the region estimates will take two to six weeks. After the evaluation is completed, the signing of the contract should take place. The only evaluation criterion is price. The region has previously labeled the price of 1.3 billion crowns as the maximum. According to the tender conditions, the winning construction company should complete the hospital within a maximum of 33 months.

The contract for the region is administered by the Brno company RTS; the previous canceled competition was administered by the region itself. The opening of the envelopes with the bids will therefore take place in Brno at the RTS company. Members of the evaluation committee, representatives of the contracting authority, representatives of any potential grant provider, representatives of the RTS company, and a maximum of two representatives per bidder will be able to attend the envelope opening.

The builders are expected to construct two new pavilions in the hospital, which will include, for example, a bed section for surgery, orthopedics, operating rooms, a maternity ward, and a pediatric department. According to the plans, the construction should occur while the hospital is in operation. The current state of the hospital, apart from two pavilions, corresponds to the period of its establishment 100 years ago. The buildings, operating rooms, and networks are inadequate.

Compared to the last tender assignment, the region made the largest changes in the measurement report. “We also had to change the total maximum permissible value of the contract to 1.3 billion crowns excluding VAT,” previously stated Governor Lubomír Franc (ČSSD). The previous competition had a price of 1.19 billion crowns. According to the region, the final price could be even lower. “Currently, the practice is such that construction contracts are tendered with a savings of up to thirty percent,” said the governor.

The region has been preparing the reconstruction of the hospital for many years. According to the original plans, construction was to start in 2012 and be completed by mid-2015. A significant delay occurred after the region canceled a year-long tender for a construction company in May 2013 and relinquished a European grant of 400 million crowns. The second tender was announced by the region in July 2015 and canceled it this February due to poorly prepared documentation.
