Hradec Králové - A city councilor of Hradec Králové and member of parliament Jiří Mašek (ANO) has filed a criminal complaint against an unknown perpetrator in connection with the tender and implementation of the construction of the Střezina Elementary Art School (ZUŠ). The costs are expected to be 200 million crowns. According to Mašek, it is likely that the municipality incurred damage. The police also confirmed the information about the filing of the criminal complaint.
"It is in relation to the projection and commencement of construction, with the possibility that both property and non-property damage could have arisen for the city. I cannot say more about it at this time. The authorities involved in the criminal proceedings have requested my restraint in providing further information during the investigation," Mašek told ČTK today.
Representative of the regional police Ondřej Moravčík told ČTK that the police received the criminal complaint on Friday, November 16. "Currently, we are verifying and evaluating the received material, we are assessing what we have received. The department for economic crime of the regional directorate (police) is handling it," Moravčík told ČTK this evening. According to him, the police have not detained or charged anyone so far.
The new city leadership, resulting from the October municipal elections, wants to revise some projects. It has decided to change its approach to the reconstruction of ZUŠ Střezina too, as the plan with costs of nearly 200 million crowns including VAT is considered megalomaniacal and purportedly had fundamental flaws. The renovation of Střezina began in January, but work fell months behind schedule and the city hall decided to terminate the contract with the construction company Prima. At the end of June, the company itself withdrew from the contract, justifying it with poor project documentation submitted by the city. The former city leadership proposed that, as part of a peaceful termination of the contract, the city would pay the company 8.5 million crowns.
The Střezina Art School, attended by over 2000 students, has been waiting for its modern building for a quarter of a century. The main part of the project is the reconstruction of the former pavilion-style Primary School Jih in the Slezské Předměstí, where the school already has its main headquarters.
The new leadership also decided that the city will not build the Center for Natural Science and Technical Education at a cost of a quarter of a billion crowns. According to them, it would be better for the city to invest the money in schools. The project for the center is ending at the very beginning, as the city has not even managed to find an architect in the competition.
The victorious ANO movement has 11 mandates in the council, ODS has five mandates, mayor Alexander Hrabálek (ind. for ODS), and Změna pro Hradec and Zelení have three mandates. In opposition are the Hradec Democratic Club (HDK) of former mayor Zdeněk Fink with seven mandates, Pirates with five mandates, Coalition for Hradec with three mandates, and KSČM also with three seats.
In Hradec Králové, during the past electoral term, the HDK coalition, which won the elections four years ago, ruled with ČSSD, TOP 09, and the Coalition for Hradec, which represents the People's Party in Hradec Králové. In opposition were ANO, KSČM, ODS, and Změna pro Hradec.
