The building is situated on the left side of the lock chamber in České Vrbné, river km 233.100 on the right bank of the Vltava River. The control room is mounted on the body of the lock chamber.
Stern, clad in metal, the volume of the building is composed of two blocks. The shape of the building respects the numerous limits that arise from the complex operation of the lock chamber. The base measures 1.5 x 6.55 m and defines the space of the first floor. It contains a restroom and a room with two entries for placing the switchgear. In the part of the second floor, the building has a footprint measuring 3.120 x 8.090 m and is cantilevered to the north by 1.420 m and to the east by 1.5 m. In these spaces are located the control system panels of the lock chamber and a kitchenette. A strip window around the entire second floor allows for views in all directions. The outdoor access staircase is located on the western side of the building. The building is aligned with the edge of the lock chamber at the front.
The membrane structures lining the parapet around its entire perimeter are meant to symbolize the wavy water surface while also referring to boat sails. This construction also aims to provide necessary shading and protect the staff of the control room from glare. The overhang of this structure is 1.88 m on the eastern, southern, and western sides, and 0.88 m on the northern side. The technical character of the building is then accentuated by the exposed design of the reinforced concrete load-bearing structures throughout the interior.
On the second floor, there is an insulated hatch to the roof with retractable stairs. Technological equipment, radio stations, a meteorological station, and other necessary systems are located on the flat roof of the building.
