Ústí nad Labem is looking for a planner for the land-use plan

The city council approved the announcement of a above-limit public procurement titled Processor (designer) of the Urban Plan of Ústí nad Labem with elements of the regulatory plan in the form of an open procedure.

The subject is the development of the Urban Plan of Ústí nad Labem in accordance with its assignment, incorporating elements of the regulatory plan and providing additional related activities. The selected contractor (designer) will consult the proposal during development with the procurer and the designated representative and will participate in working meetings or otherwise provide cooperation in fulfilling the subject of the public procurement – consultation on partial work outputs, participation in necessary working meetings and sessions of the Ústí nad Labem city council, presentations to the public, where the new Urban Plan of Ústí nad Labem will be discussed, etc.

The subject of the contract is divided into stages:

• Stage A: analysis of the current state of the area including supplementary surveys and analyses,
• Stage B: processing of the proposal for the Urban Plan of Ústí nad Labem with elements of the regulatory plan, in variants for joint meetings, including the assessment of the impact of the urban plan on the sustainable development of the area, evaluation of the impact of the urban plan on the environment (SEA), and evaluation of the impact of concepts and intentions on European important sites and bird areas (Natura 2000),
• Stage C: adjustment of the proposal for the Urban Plan of Ústí nad Labem with elements of the regulatory plan based on the results of the joint meeting (for public discussion), possibly for repeated public discussions,
• Stage D: adjustment of the proposal for the Urban Plan of Ústí nad Labem with elements of the regulatory plan after the public discussion (for the city council meeting),
• Stage E: preparation of the clean copy – Urban Plan of Ústí nad Labem with elements of the regulatory plan for issuance in the form of a general measure.

Offers will be evaluated based on their economic advantage.

The partial evaluation criteria are the total offer price excluding VAT (45%) and the implementation team (55%). The completion period is from the date of the contract's effectiveness until January 31, 2028.
