The City Council of Chotěboř announces
Tender for consulting and advisory activities in the fields of architecture and urban planning
(city architect – external consultant)

We offer:
A very interesting job for a creative professional focused on creating concepts of urban solutions, architectural shaping, planning and coordinating construction in the city, assessing architectural solutions, as well as preparing land and regulatory plans.

Scope of activities:
The main activity is consulting and advisory work in the fields of architecture and urban planning for the City of Chotěboř and its local parts to meet the needs of the city and the public.

Required scope of activities of the city architect and their description:
- Expected scope of 20 hours per month on-site for the needs of the city and the public, upon request of city management, as well as participation in extraordinary meetings, and if necessary, up to 20 hours of home office per month. In case of an increase in the volume of work, the possibility of extension.
- Cooperation in preparing development documents for the city (strategic development plan, city urban plan, regulatory plans)
- Cooperation in creating area studies
- Continuous care for urban, architectural, aesthetic, residential values of the city with maximum effort to utilize their potentials. Protection of the specifics and characteristics of the given area.
- Collaboration in creating assignments for investment activities of the city primarily ensured by the Department of Property and Investments, the Department of Asset Management, Greenery, and Waste Management, and the Department of Urban Planning, GIS, and Heritage Care, or other departments or organizations of the city as needed.
- Cooperation in the implementation of investment activities of the city
- Ensuring the preparation and assignment of architectural and urban design competitions for the city and their promotion, participation in the committees of these competitions
- Coordination of the concept of public space creation (paving, urban furniture, etc.) and ensuring supervision over its implementation
- Proposing recommendations and suggestions for urban and architectural modifications or measures in the city, minor constructions, and details (modifications of communications, railings, information boards, planting, etc.)
- Participation in meetings of city bodies, committees, and working groups, or discussions with citizens as required by city management
- Collaboration on educational activities in the field of architecture and urbanism with the aim of involving a wider expert public in solving the city's problems
- Consulting and advisory activities for individual departments of the city – Consulting for city residents. Upon request, ensuring expert cooperation with the building authority
- Collaboration with city authorities to increase the efficiency of public fund use for urban development
- Collaboration with city management that governs and controls it

Place of work:
At the client’s headquarters, City Hall building, Trčků z Lípy 69, 583 01 Chotěboř, or elsewhere as directed by the client.

Agreed contractual remuneration:
500.00 CZK/hour (excluding VAT), the remuneration includes all costs associated with the performance of the city architect's duties, including transport, electronic and telephone communication, etc.

Qualifications, expertise, and skills requirements:
- Completed university education in the field of architecture and urban planning
- Minimum 4 years of experience in the field
- Creativity, flexibility, proactive approach
- Experience in processing spatial analytical basis and spatial planning documentation, design work, processing architectural proposals
- Knowledge of Act No. 183/2006 Coll., Building Act, knowledge of Decrees No. 500 and 501/2006 Coll., Knowledge of Act No. 128/2000 Coll., on Municipalities (municipal structure)
- Good communication skills, ability to advocate their opinions, assertiveness, organizational skills (candidates will demonstrate these abilities in the second round of the selection process).
- Experience with activities that are part of the city architect’s work (e.g., participation or organization of architectural competitions, presentations for the public, familiarity with grant titles on the topic, etc.)
Authorization A.1 (authorized architect), A.2 (authorized urban planner) or A.0 (general competence) is an advantage.
Knowledge of the Chotěboř environment is an advantage.

Expected start date of service fulfillment:
Contract for services concluded during May 2019 for an indefinite period with a notice period of 2 months.

Conditions for participation in the selection process/content of the application
Requirements for the written application:
− Name, surname, and title of the applicant

Mandatory attachments to the application:
− Structured curriculum vitae containing references about performed consulting, training, and design works, or participation in competitions and publication and presentation activities
− Simple copy of the certificate of the highest attained education
− Signed sworn statement, which is an attachment to this selection process
− Portfolio of own architectural or urban works (in electronic form on a CD or USB stick)
− Motivation letter of max. 3 x A4, which will contain:
-  indication of personal understanding of the performance of the city architect's activities and their role in planning processes and project preparation in relation to the above-mentioned scope of activities 

-  personal view of the city and its future development from an architectural and urban planning perspective 


Selection and evaluation: 

The selection process will be in two rounds. In the first round, the evaluation committee will assess whether the candidates meet the conditions of the selection process based on the submitted applications. Candidates who progress to the second round will be invited for a personal interview, during which they will present their skills, expertise, and discuss the submitted materials. The evaluation committee will then recommend the ranking of candidates to the City Council of Chotěboř.

The City Council of Chotěboř will decide on the selection.

Criteria for evaluating candidates for the position of city architect:
- Personal view of the city and its future development from an architectural and urban planning perspective and the ability to defend this view

- Presentation of own experiences and implementations

- Communicativeness, ability to achieve consensus, proactive approach

- Knowledge of regulations related to the work of the city architect 


Additional information:
The selected candidate will not be able to participate in any architectural competitions announced by the City of Chotěboř or carry out design activities for foreign entities in the city and its local parts due to conflict of interest.

Deadline for submitting applications: by April 17, 2019, at 1:00 PM.
Personal interviews will take place at the end of April.
