Prague - The government in resignation may still be able to change significant tools of state housing policy. On Monday, it could decide to extend state support for repairs and insulation to non-panel buildings and to subsidies for the construction of social housing. This follows from materials provided to ČTK by the Ministry for Regional Development (MMR) today.
     Updating the tools of housing policy is said to be only a partial conceptual document. According to the ministry, it does not aim to be a completely new concept of housing policy because the goals of the concept "do not change much." "This document responds to the current developments in the field of housing policy in connection with the ongoing deregulation of rents, the need for repairs and energy savings, and in connection with the government's directive to address social issues in housing," said Minister for Regional Development Cyril Svoboda.
     The changes are supposed to concern, for example, interest subsidies from the State Housing Development Fund (SFRB). More favorable support should be granted to those homeowners who decide to undertake larger repairs and as wide insulation as possible.
     The SFRB program, which still exists under the name Panel, can annually help up to 100,000 households, according to the MMR. The government increased this year’s budget for the Panel program in February by 600 million crowns to a total of 4.1 billion crowns. The Ministry of the Environment also provides subsidies for insulation or boiler replacement under the Green Savings program.
     One crown of state support spent on the reconstruction and insulation of apartment buildings, according to the MMR, generates additional investment of four to five crowns from private funds. One billion of these investments reportedly "supports" approximately up to 1,000 jobs.
     According to the ministry, total reconstruction and insulation can achieve an average of 30 percent savings in heating apartment buildings. For the entire Czech Republic, the potential energy savings could equal the energy value of both blocks of the Temelin nuclear power plant or two trains with fifty wagons of coal daily, or a six-day supply of Russian gas during the heating season.
     Investment subsidies for the construction of social housing should particularly help physically and socially disadvantaged individuals, who are especially affected by the deregulation of rents. "Let's not talk about social apartments. We do not want to build any 'bare flats'. These are apartments built to ordinary standards, certainly not luxury apartments and outside the most market-exposed locations, but in the immediate vicinity of places where reasonable apartments are completely lacking," stated MMR. However, it is reportedly not going to be mass construction. Over three years, around 8,500 apartments could be built this way. ```
