This follows from the report by the Institute of State and Law, which examined the case. According to experts, the official made millions from a zoning plan amendment she proposed herself. Doubová is currently on vacation, so she has not commented on the matter.
    "The official undoubtedly violated the law on conflicts of interest. The law states that an official who may benefit from the exercise of public power has a duty to inform the representatives or administrative authority in advance that they have an interest in the outcome of the entire matter," said Ján Matejka from the Institute of State and Law at the Academy of Sciences, who evaluated the case.
    According to him, the head of the department of urban planning and building authority should have announced at the representatives' meeting that she owned tens of thousands of square meters of land. Her supervising legal authority should have informed her that she should not prepare materials for the zoning plan and exclude her from the entire matter, explained Matejka.
    The representatives approved the zoning plan amendment in the outskirts of Karlovy Vary in December 2007. Agricultural land worth 350,000 crowns, which Doubová owned, became building land overnight. Last spring, the parcels were purchased for 26.6 million crowns by Georgian entrepreneurs.
    Doubová previously stated that she considers the entire matter a witch hunt. Among other defenses, she argued that zoning plan changes occur on the land, not in the name.
    Opposition representative Jan Kotek drew attention to the sale of land this past March. The criminal complaint filed by Kotek was dismissed by the Karlovy Vary police, as no crime was proven.
    Karlovy Vary councilors had the matter assessed by the regional authority, which turned to the Institute of Law and State. "We do not have the assessment yet. We are waiting for it to arrive from the region. In theory, it is also possible to revoke Doubová's position, but let's not anticipate that," said Mayor Werner Hauptmann (ODS).
