Roztoky now has about 8,000 residents, and an unrestricted zoning plan could potentially allow for the construction of housing for several thousand more in the future. However, the prepared regulatory plan only provides for housing construction for approximately 800 people.
Last year, Ekospol already sued Roztoky due to delays in the planned construction of about 500 apartments in Dubečnice. The city imposed a construction ban on the land owned by Ekospol about nine years ago. The court ordered the city to prepare a regulatory plan within six months of the judgment becoming final or to lift the ban. The regulatory plan was approved by the Roztoky councilors this September, and now the authorities can still comment on it. "Then it should come into force as a general measure," said Hadraba.
According to the general director of Ekospol, the city prepared the regulatory plan in such a way that in the part of the area where the valid zoning plan allows for residential construction, the regulatory plan only places single-family home construction. "Ekospol will legally demand compensation for the devaluation of its investment," said Korec. According to him, the company will also seek compensation due to the nine-year construction ban, which the director claims has harmed Ekospol.
Roztoky is also preparing a regulatory plan for the Žalov area. A third Science Park is set to be established there, combining a scientific and technological center with a business incubator, and the city is negotiating with the investor about reducing the construction. As part of the collaboration, the investor, the company Trigema, offered to build a school on one of the plots, which would help the city address the issues with the low capacity of the Roztoky primary school.
