Plzeň - The Plzeň city council today approved the conditions for a public architectural competition that aims to propose solutions for the use of the space at the English Quay in the city center. The plot between the quay, American Avenue, and the bank building forms one of the most important entrances to the historical core of the city and connects to the park circuit. Opinions differ on whether the space should remain open as it is now, be filled with greenery, or be built upon. The city will leave it to the architects to come up with their proposals; their designs are to be submitted in September.
    The space is designated in the city’s zoning plan as a mixed-use central area, giving architects broad latitude for any potential development. The location is suitable for culture, administration, commerce, and housing.
    The competition conditions also require consideration of the city's demand for parking capacity for the historical core of the city. The construction of an underground parking facility has been under consideration for a long time. According to councillor Petr Rund (ODS), an underground parking facility is a necessity in the case of development of the area, at least for the needs of residents, employees, or clients of the building. Irena Vostracká, director of the Concept and Development Department of Plzeň, added that even if architects propose not to build on the space, an underground parking facility could still be created.
    The current condition of the area is problematic according to Rund - it is not visually appealing, has no use, and is unsuitable for pedestrian stay and passage.
