The construction, which began last April, also included the renovation of a former cinema from the 1970s. The municipality took out a fifty-million crown loan for the project, said Mayor Pavel Botek (KDU-ČSL) to ČTK today. "The very initial impulse was that we needed to build a new library, which was in a pitiful state. Then, when we had a study, we found out that the construction would cost around 17 million crowns. It seemed very uneconomical to us," Botek stated. According to him, the municipality therefore decided to also renovate the cinema building and build a new town hall instead of the current 250-year-old building that was technically unsatisfactory.
The municipality, with more than 3,400 inhabitants, now has a modern library and a municipal office with a ceremonial hall thanks to the completion of the construction. In addition to officials, postal workers will also have new premises. The renovation of the former cinema created a space for organizing cultural events with a hall and facilities for visitors and performers. The municipality also plans to use the garden between the library and the town hall and the former cinema for cultural events. The individual institutions are still waiting to move, and they will start operating in the new premises at the beginning of next year.
For example, visitors to the library will find much more generous spaces than they were used to. "The new library is much more spacious. The facilities are modern, there is a lot of storage space, and the sanitary facilities are at a much higher level," librarian Hana Uherková told ČTK.
The library is barrier-free. "Previously, we had awkward iron stairs here, which posed a big problem for older people or mothers with strollers," Uherková stated. According to her, the library has nearly 12,000 volumes. It has about 400 registered readers who conduct 5,000 to 6,000 visits annually.
The original estimated costs of the entire construction were 63 million crowns, but they are ultimately ten million higher. "During the construction, we discovered some inheritance of fathers that we had no idea about. For example, there was a five-meter-deep cellar here, so we had to completely change the foundation of the building. This resulted in certain additional work. Architecturally, we finished at around 66 million," the mayor said. According to him, additional expenses were incurred for the interior fittings of the rooms, project work, or supervisory activities.
According to Botek, Ostrožská Nová Ves took out a fifty-million crown loan for the investment project, which will be repaid over 12 years. "It will not threaten us at all in further investment activities for the municipality," stated the mayor. The adjusted budget of the municipality for this year anticipates revenues of 53.01 million crowns and expenditures of 101.87 million crowns. The deficit of 48.86 million crowns is covered by the loan and the balance in the account from previous years.
