Prague – People will be able to familiarize themselves with the Metropolitan Plan proposal starting from April 26 at the Center for Architecture and Urban Planning (CAMP) in the Emauzy area. They will be able to submit their comments via the city magistrate's Citizen Portal, directly at CAMP, or through the magistrate's office. City officials and representatives from the Institute of Planning and Development (IPR) told journalists today. The plan will determine what can be built where and is expected to take effect from January 1, 2023. The current plan was approved in 1999.


"The exhibition will run until the end of June 2022. (...) The document is absolutely crucial for Prague and for the people of Prague, which is why we are doing everything to ensure that everyone can familiarize themselves with it as best as possible," said IPR director Ondřej Boháč.

At CAMP, there will not only be an exhibition of the plan, but IPR experts will also be available to answer questions from interested parties. In case of interest, they will guide individuals through the process of submitting comments to ensure they are correctly filed. Comments must meet formal requirements and have a specific official format. They also cannot be submitted anonymously.

Another way to submit a comment is through the Citizen Portal. "This should also significantly simplify the processing of comments and the registration of people who wish to submit a comment," said Mayor Zdeněk Hřib (Pirates). The portal will guide each citizen on how to correctly submit a comment.

People became acquainted with the first version of the proposal in 2018, when they were also able to submit comments, of which thousands were received. IPR subsequently addressed and incorporated them as necessary. Objections were raised by ministries and governmental offices. "The requests sent to us by the ministries, the heritage conservators, city districts, and the public were evaluated and incorporated into the latest version, which will be presented in April," said Deputy Mayor Petr Hlaváček (TOP 09).

The plan is one of the documents that determines construction in Prague. In contrast to the current zoning plan, the metropolitan plan addresses issues such as height regulation. It also takes into account not only the functional use of the land but also the character of the area and neighborhood, meaning how it looks. The plan focuses on several key areas, including climate change, housing, public spaces, and public services.

There have been disputes surrounding the new plan in the past, which temporarily led to the departure of its main author, architect Roman Koucký. Ultimately, he returned to lead the team preparing the plan after winning a public tender. However, the preparation has experienced delays. It was originally supposed to take effect in 2020; the Chamber of Deputies extended the deadline by three years. The preparation of the plan began under Mayor Tomáš Hudeček (independent, then TOP 09).
