Brno - The purchase of 84 starter apartments for young families in Brno for 151 million crowns excluding VAT will be addressed by the antimonopoly office. The tender is criticized by the Brno TOP 09, which is in opposition. Councilor Jaroslav Kacer today submitted a proposal to the ÚOHS. He questions the transparency of the assignment and evaluation of the public contract. TOP 09 stated this in a press release today.
    The result of the tender was approved by the councilors on Monday. The coalition selected two entities as winners - the company Reko and a consortium of companies called Impera. Each of them will build a residential building for the city in the Kamechy housing estate between Bystrc and Žebětín. Kacer had previously described the project as a scrap subsidy for developers, while the mayor's deputy Oliver Pospíšil (ČSSD) dismissed his criticisms.
    "I believe that errors occurred already in the specification of the subject of the contract, where it was not stated how many apartments the city intends to purchase. Another non-standard step was the indication of a minimum price per square meter. Choosing two winners without a framework agreement is also surprising,” Kacer stated today regarding his submission to the ÚOHS.
    In the buildings whose purchase the councilors approved, there are to be one-bedroom and two-bedroom apartments. The first tenants are expected to move in next year. The rent is to be 50 crowns per square meter. This is in line with what tenants of municipal flats with regulated rent currently pay in most city districts. Renting apartments from real estate agencies can hardly be found for less than 100 crowns per square meter. People will be able to occupy the starter apartments for five years, after which they must move out.
    The purchase of starter apartments for young families was also criticized this week by the Czech Chamber of Architects. The chosen method supposedly did not leave room for quality architecture. According to architects, Brno is not seeking and therefore will not find inventive and innovative solutions that could bring wise architecture to the city.
    The construction of starter apartments will begin in April. The completion of the first buildings can be expected in a year. The city evaluated eight projects in the tender.
