The purpose and mission of the competition was to find a new form of significant public spaces in the city center that better combines the character of historical buildings with current cultural, social, and commercial activities, and to create a suitable place for stay and short-term recreation.

Single-round public anonymous urban planning competition for the design.

Organizer: Statutory City of Děčín
Jury: Radek Kolařík, Tomáš Jiránek, Rudolf Wiszczor, Valdemar Grešík, Eva Cerhová
Substitutes: Jan Aulík, Otto Chmelík
Competition date: March 5 - May 14, 2013
Number of submitted designs: 10
Total prizes and awards: 1,100,000 CZK

1st Prize (550,000 CZK): Ing.arch. Michal Kuzemenský, MgA. Ida Čapounová, Ing.arch. David Pavlišta, MgA. Ondřej Synek, Ing.arch. Jan Vlach, Ing.arch. Jiří Žid
Jury assessment: The authors presented a comprehensive, sensitive, conceptual view in detail and overview. The proposal is high-quality in every scale and proportion. The authors work with the city without unnecessary construction and terrain interventions, including a clear view on the concept of greenery, the use of urban furniture, and public lighting. It does not displace cars from the city, yet it adequately regulates vehicle traffic, including parking in the city. The design of the surrounding area of the Jílovský Stream does not match the depth of opinion on the other processed parts. The target atmosphere of the presented locations appears credible and fully captures the value of the Podmokly environment.

2nd Prize (300,000 CZK): Atelier urbi s.r.o., Ing.arch. Jana Benešová, Ing. Hana Zemanová, Ing. Daniel Matějka, Ing. Rostislav Košťál
Jury assessment: From the perspective of the comprehensive quality of the proposal, the authors articulated the basic range of issues well, which they convincingly reflected in the competition design. The partial area on the "upper" flow of the Jílovský Stream is excellently addressed, where the authors boldly expand the city park, along with an appropriately designed proposal for both banks of the "lower" stream. The basic grid of the urban structure of Podmokly is sensitively addressed from the perspective of transport and the placement of public greenery. The strength of the proposal lies in the convincing graphic depiction of the atmosphere of individual spaces and the presentation of the proposal in its analytical and conceptual parts. The unconvincing aspect of the proposal is found in the formal and limiting solution of the space in front of the main railway station.

3rd Prize (200,000 CZK): MgA. Ing.arch. Michal Fišer, Ing.arch. Ondřej Vojtíšek, Ing.arch. Eva Hrubanová, collaborating: Ing.arch. Eliška Kosová
Jury assessment: The quality of the submitted proposal lies primarily in confirming the basic urban structure of Podmokly, enriched with a vision for generations ahead. In a sense, it represents a quality opinion on territory regulation. The modern interventions, mainly from the second half of the 20th century, are regarded by the authors as stimuli for tasks and corrections of urban planning errors, including minimizing negatives primarily related to car traffic. They recognize the high quality of the Podmokly buildings, which are devastated by repulsive sites and details. The proposal has an overview of the addressed territory, including its connection to the surroundings. Their considerations extend to a regulation proposal in the southern part of the area in relation to the territorial plan from 1866, thereby appropriately confirming the spatial compositional value of Podmokly. However, the 3D graphic representation of places in this part does not capture this idea. We find a weakness in the problematic and unconvincing solution of the individually assigned partial spaces. Conversely, interesting stimuli are presented in the area of the left and right banks of the "upper flow" of the Jílovský Stream (in the addressed territory) in relation to the city park and the playground area.

Award (50,000 CZK): Ing.arch. Martin Chlanda, Artur Magrot, MgA. Alessandra Svatek, Ing.arch. Michal Rouha, Ing.arch. Jana Fischerová, Ing.arch. Václav Mudra
Jury assessment: The authors fulfilled the assignment with a comprehensive view of the task with an emphasis on analytical evaluation of the area. The proposal clearly shows an effort for a holistic vision of this part of the city in an attempt to find the identification point of the residents with the place. It finds a cheap and immediate solution. However, the proclaimed economy and quality are not clearly demonstrable in terms of sustainability over time. It does not present an architectural proposal. However, it is a strong artistic conceptual opinion, albeit with unpredictable and somewhat problematic results. The proposal is valuable in its content for potential collaboration with the city, for example in seeking a unified visual style and information system.
