Plzeň – The Plzeň Region today announced a public tender for the processor of the update of the principles of territorial development (ZUR), that is, the regional spatial plan. It will also concern the backup military airport in Líně near Plzeň, where the army wants to build a logistics center for Czech soldiers and NATO, as well as a reserve forces base. The discussion of the principles should take 1.5 to 2.5 years, said the governor Rudolf Špoták (Pirates) to ČTK after the approval by the regional council today. The processor will be selected by mid-year.
The region already commissioned the update of ZUR number 5 last year, as requested by the state, to allow for the establishment of a strategic business park in Líně for the Volkswagen group's plan to build a battery factory for electric cars there for about 120 billion crowns. However, the car manufacturer rejected Líně last November, and the military decided to modernize and further develop the airport.
"We expect to conclude the amendment of the spatial plan number 5 at the next council meeting (April 8). The Ministry of Defense will include its requirements for networks, transport connections, and for objects that are not yet technically specified, into the amendment of the spatial plan number 6, which is regional in scope and where we expect a significant number of requests from towns and municipalities," said the governor.
According to him, the changes labeled number 6 will optimistically be completed within 1.5 years, and pessimistically within 2.5 years. The municipalities around the airport initially wanted the ongoing update of ZUR number 5 to be completed, which could be done this year. "The inclusion of Líně into the sixth amendment (ZUR 6) was a request from the army," said the governor. According to him, a previous council already approved the announcement and processing of the update and suggestions from municipalities are already coming in for the selected contractor to incorporate.
Even the latest deadline for completing ZUR 6, i.e., in 2.5 years, is, according to the governor, acceptable for the army. "For the first projects of things they would like to have there, they should have funds in their budget for the year 2028, and implementation would be by 2030," he stated.
Špoták could not say today whether the use and development of Líně will be the main part of the document. "I don’t know what the municipalities will come up with. ZUR will address multiple areas," he noted. According to him, it will definitely restrict the construction of large industrial zones, of which there are already many in the region and due to the long-term low unemployment in the region, they continue to attract more employees from abroad.
In ZUR number 6, according to the regional authorities, there will no longer be 700 hectares designated for industry at the airport in Líně, which are currently there. The representative of the Chief of General Staff Miroslav Hlaváč told the mayors on Friday that the army wants to use the original area of 390 hectares. "That the army fits into the historically designated area of the airport and will not expand into the surroundings is good news for us. The army also confirmed that it does not want any industry in the vicinity, which is a great relief for the communities' background," said Martin Sobotka (Active Dobřany), the mayor of Dobřany to ČTK. The municipalities would like the army to build green belts around the airport and hope for a speedy discussion of changes to the regional spatial plan. A series of individual meetings with municipalities and discussions about infrastructure will take place after Easter.
