In Prokeš Square, in front of the new city hall in Ostrava, a two-story underground parking garage for nearly 200 cars was built in 1998. This structure is, of course, hidden from view underground. The construction system of reinforced concrete by engineer Lukáš from Ostrava coped well with the challenging conditions (underground aggressive water, tectonic fault, etc.) and additionally allowed for large spans (15 m) to facilitate collision-free traffic in the underground parking space.
On the surface, the area of the square had the parterre with coniferous trees and a small fountain sculpture removed. In this space, exits from the underground were placed, which include stairs and an elevator, and at the northern edge of the square, a ramp for access to the parking garage was positioned.
The entire area of the square is designed to be barrier-free in one plane with designations of the functions of the area made from material. The center of the square is paved with Silesian granite slabs in combination with black granite. The edges are adorned with a marble split mosaic in white and black. The constructions of eight benches, which also serve as air intakes for underground ventilation, are clad in Silesian granite. The exits from the parking lot are designed transparently, to interfere as little as possible with the square and the city hall. Additionally, the furnishings were complemented with tall public lighting poles, railings, bollards, and waste bins. About a year after opening, a sculpture by the artist Štorek (Ikaros) was placed in the center of the square on a pedestal made of black granite, featuring a water surface and a fountain. After about five years, brackets for floral decorations were placed on the public lighting poles. The center of the adjacent roadway roundabout was decorated with a flower arrangement shaped like the coat of arms of Ostrava.
The building received an honorable mention in the Ostrava “Building of the Year 1998” competition.
