Revitalization of the production area of the Dairy and Brewery in Kyjov - competition results

The subject of the competition was to find a high-quality and comprehensive architectural-urban design for the infill of the area of the former dairy and brewery, existing tennis courts, including the incorporation of the existing summer cinema, which will address the spatial, functional, and traffic links of the new area to the expansion of the city center, connecting in the northern part with the city park and sports area, as well as continuity with the existing urban space of the adjacent block and villa developments.
The client anticipated finding a suitable use that would be a convincing impetus for the conceptual, gradual transformation and revitalization of the dilapidated and unused space in the city center, creating a sort of urban scene that would support the strength and unity of the city. The location should offer opportunities for housing, civic amenities and services, socially attractive cultural facilities, quality public space with plenty of greenery, opportunities for socializing, and active leisure time. Part of the plan also included transportation accessibility, addressing the existing intersection of Dobrovského Street, Urbanova Street, and Újezd, as well as finding sufficient parking capacity, both for the needs of the location and for the city (to relieve parking in the square).

Jury evaluation: The design defines three structures – a rectangular block around the square, a loose arrangement with polygonal apartment buildings at the site of the summer cinema, and at the site of the tennis courts with three residential buildings. The clear division with ties to phasing gives the spaces a distinct character, and the structures also respond to the type of development on the opposite sides of the surrounding streets. The jury positively evaluated the taller residential building located at the corner as a dominant feature, the clear definition of the square space, and the scale of the individual masses as well as the spaces between them. When assessing the economic efficiency of the solution, current housing standards were taken into account in relation to public and private spaces, the height of the buildings, the number and size of apartments, their orientation, and parking options; the proposal is economically reasonable. The degree of feasibility is the highest among all submitted works, also corresponding to the proposed phasing, which allows for the gradual development of individual parts of the area continuously and independently. Recommendations: - consider the degree of permeability of the area with regard to semi-private spaces, - verify the access to the square conditioned by the construction of the roundabout, - consider the solution for the corner of Komenského Street and Dobrovského Street.

Jury evaluation: Proposal No. 2 respects the spatial arrangement of the existing development (and functional use of individual parts of the addressed area), appropriately responds to the tradition of the organic city, sensitively resolves the termination of sight lines of Komenského Street and Dobrovského Street, and proposes a compact scale for new public spaces with the potential for lively street engagement. Noise from the summer stage is addressed with a generous isolation of greenery and a design of the apartment building with a commercial ground floor. The proposal defines a service road within the addressed area with parking spaces (in the form of a residential street), which also serves the healthcare center and connects to the existing service road at the rear of the buildings along Komenského Street. The proposal retains the existing tennis courts, under which it places one above-ground floor designated for parking. The jury evaluated the solution of this eastern part as uneconomical and not conducive to urban development. Due to the absence of underground floors, investment assumptions are (can be) low; however, from an overall perspective (per capita), the proposal is significantly less economically advantageous and not cost-effective. Phasing is appropriately resolved, including the retention of existing parking options; the proposal is feasible.

Jury evaluation: The proposal addresses the area in two different concepts. The urban structure of blocks and stone public spaces and three residential buildings in a fenced garden. The urban structure connects to the city center, and the residential buildings complement the loose villa development along Urbanova Street. The development along Dobrovského and Komenského Streets consists of traditional city blocks as building stones of the city and the public spaces defined by them. However, this clear concept does not convince with the chosen scale of these blocks, which all have their facades oriented to public space, with no possibility of creating internal block facades. The ground floor will not be filled only with attractive commercial functions, as presented in the visualizations, but will contain accompanying functions of the apartment buildings. The proposal correctly addresses the scale and detail of the facades concerning the level of the territorial study. Public spaces complete the city's mosaic with small piazzas inspired by the ideas of Camillo Sitte, promising quality places to stay. However, the presented spaces do not allow for north-south permeability of the block. The dimensions of some public spaces are difficult to implement under current legislation. The development of both corners, Dobrovského – Urbanova and Dobrovského – Komenského Street, appropriately complements the urban structure compositionally. The fenced garden with residential buildings correctly completes the only villa district in Kyjov. The proposed layout with two apartments per floor, however, is not convincing and economically difficult to implement. The proposal can be phased. Transportation connections with the surrounding streets and their intersections are hardly addressed at all. The presented pedestrian areas are not adequately dimensioned. The landscape accompaniment is resolved in an urban manner, as tree lines and groves set in tree pits in the pavement.
