How to avoid the endless process of constructing a new school, especially with an uncertain outcome?

The autumn lecture and discussion cycle Learning Through Architecture?, organized by the Plzeň association Pěstuj prostor, focuses on contemporary architecture of school buildings and presents means by which architecture can help create suitable conditions for modern and safe education for children and youth. The second part will focus on the process of building a new school building and will take place on Wednesday, November 8, at 5 PM in the building of the Secondary Industrial School of Construction at Chodské Square in Plzeň.
In the agglomerations of the largest Czech cities, there are thousands of places missing in primary schools. Financing their construction is challenging; everything is further complicated by complex legislation and lengthy approval processes. A deep questionnaire survey involving two dozen Central Bohemian municipalities or their associations that have built, are building, or are preparing to build a school in recent years revealed that the entire process, including actual implementation, can take nine years or more. The creation of a brief with a clearly defined construction program, formed through dialogue among all participants in the construction process as well as future users of the school, is key. Successful and award-winning projects of new school buildings in Psáry, Chýně, and other municipalities illustrate the importance of organizing a competition for an architectural proposal. The client has the opportunity to choose a solution that best meets their evaluation criteria. However, the competitive mechanism is often rejected due to alleged complications and increased costs of the entire process. How relevant are such arguments? And under what conditions can effective realization of a quality school be achieved?

An insider's view on the preparation of educational buildings will be provided by architect Tomáš Zdvihal, who will draw from his experience gained through organizing a series of architectural competitions for school building designs. Alongside him will be Anna Chvojková, the mayor of the Central Bohemian municipality of Chýně, who has been realizing her second new school building during her tenure at the local office since 2014. The means to find the best architectural solutions for both buildings was precisely the design competition.

The third part of the series Learning Through Architecture, prepared with the support of the Ministry of Culture of the Czech Republic, the city of Plzeň, the State Fund for Culture of the Czech Republic, and the Czech Architecture Foundation, will follow with architect Zbyšek Stýbl and designer Kateřina Klímová on Tuesday, November 21, at 5 PM at the Faculty of Design and Art of Ladislav Sutnar at the University of West Bohemia.

Ing. arch. Tomáš Zdvihal studied at the Faculty of Art and Architecture of the Technical University of Liberec. In 2011, he founded, together with architect Miroslav Vodák, the platform CBArchitektura, which focuses on promoting and organizing architectural competitions. Together, they were nominated for the Architect of the Year 2018 award and received recognition for Exceptional Achievement within the Czech Architecture Award 2023. Tomáš Zdvihal participated in organizing the competitive exhibition of projects resulting from architectural competitions called DESET. He is a member of the working group on Competitions within the Czech Chamber of Architects, is a member of the jury for the Ministry of Culture Award for Contribution in the Field of Architecture, serves on the editorial board of the magazine ERA21, and sits on the Committee for Spatial Development of Prague 5.

Mgr. Anna Chvojková studied Social Geography and Regional Development at the Faculty of Science of Charles University. Since 2004, she has worked as a project manager in the non-profit sector. From 2007, she worked at the Czech Confederation of Industry and Transport, where she was appointed Director of the Human Resources Development and Regional Representation Section. In 2014, she founded a local political group in the municipality of Chýně, which won the municipal elections that same year. Since then, she has held the position of mayor.
