Brno - The National Film Archive (NFA) made an error in the tender for selecting the company that is to process the project documentation for the construction of the new archive headquarters in Prague 13. The Office for the Protection of Competition (ÚOHS) canceled the procurement procedure. The archive must re-issue it. This was reported by ČTK based on the ÚOHS website. The estimated price of the contract is 16 million crowns. The antimonopoly office objected to one of the conditions set by the archive, which required applicants to sign a licensing agreement with the author of the building study. The companies therefore included an amount exceeding four million crowns in their offers. This favored the selected candidate, architect Martin Kotík from the OMICRON-K studio, who is the author of the study. He did not include the relevant amount in his offer. According to the ÚOHS, the set conditions of the tender provided him with a competitive advantage. "The procurer's procedure could significantly influence the selection of the most suitable offer," stated in the decision Kamil Rudolecký, the deputy chairman of ÚOHS. The office canceled the procurement procedure, and the National Film Archive did not appeal against it. The selected company is also to ensure the processing of project documentation, as well as negotiating the conditions for construction permits, their issuance, and other related services. This is not the first time that the National Film Archive has faced issues with the ÚOHS. In 2009, it made a mistake when selecting a company for processing the project for the construction of a depository for storing color films in Hradištko in the Prague-West district.
