Prague – The government today approved the announcement of the second round of the selection procedure for the chairman of the Supreme Building Authority (NSÚ). The winning candidate should be known by the end of the year, announced the Ministry for Regional Development (MMR). In the first round of the selection procedure, the position was not filled; according to the Minister for Regional Development Klára Dostálová (for ANO), five candidates applied, but four did not meet the set conditions, she stated on Sunday on Czech Television.
The selection procedure is organized by the Office of the Government. The most suitable candidate will be chosen by a five-member selection committee. The chairperson will be the Deputy Minister of the Interior for legislation, public administration, and local self-government Petr Vokáč, while Dostálová, the vice-president of the Chamber of Commerce Zdeněk Zajíček, and Martin Jiránek (Pirates) will also sit on the committee. The winning candidate will then be appointed by the government on the proposal of the Prime Minister, who also has the right to dismiss them.
The NSÚ will be a central administrative authority in matters of spatial planning, building regulations, and expropriation. It will be based in Ostrava and is to become the umbrella institution for new regional building authorities in a similar model to the Financial Administration. However, the new coalition disagrees with the building authorities operating only at the regional level. It is therefore seeking to postpone the effectiveness of at least this part of the amendment. It is unlikely that it will manage to delay the effectiveness of the entire legislation by the end of the year, as it would need support from the ANO movement, which it does not expect. This was stated on Sunday on Czech Television by the Deputy Chairman of the Starostové a nezávislí (STAN) movement Stanislav Polčák.
Given that the new government plans to operate under a budgetary provisional system according to Dostálová, NSÚ would only arise formally and would temporarily remain an organizational unit of the MMR.
The Chamber of Deputies approved the new building law in July, which is set to come into full effect on July 1, 2023.
