Olomouc - Transparency in public contracts, the elimination of clientelism, and public oversight are what architects want to incorporate into new proposed laws. This is the main message of the general assembly of the Czech Chamber of Architects (ČKA), which took place today in Olomouc. Architects would like to influence the building law, the law on public procurement, and the heritage conservation law. About 150 of more than three thousand architects attended the general assembly.
    "Legislative norms in construction must be transparent and accountable. All opaque processes that provide an excuse for speculation about corruption and clientelism, which is significant in our country, should be eliminated," said ČTK chairman of ČKA Dalibor Borák. He primarily sees this in changes to zoning plans. "Our work is concrete, visible, and clearly assessable," he said. However, according to him, architects often find themselves caught in the crossfire of interests leading to objectively incorrect solutions, which they must give a material form, and everything is attributed to them.
    The chairman, however, appreciated the approach of the Ministry of Culture today. "It is the first and only one that has invited us to the conception of the law. The question is to what extent our opinions will be reflected in the outcome," he stated. According to him, the law must newly and clearly define what is protected, why it is protected, and what can be changed to reflect the current times. "If there had been heritage protection in its current form at the time of cathedral construction, none would have been created," Borák declared.
    The general assembly also discussed the establishment of regional branches. However, according to Borák, the base of architects is small for their establishment. "It would make sense, but the workload and strength of the regional base do not correspond to that. The purpose of the chamber is to create an environment for the exercise of architecture, and this is best done in Prague," he stated.
    New members of the chamber's bodies, from which a new board will emerge, were also elected at the general assembly. This board will elect a new chairman of the chamber in May.
