Říčany (near Prague) - The civic association Fialka disagrees with massive residential development in the eponymous part of Říčany. Some long-time residents fear that due to the change in terrain, their homes could be flooded by heavy rains. The water authority of the city office has already initiated proceedings against the investor, RIM ENGINEERING, regarding the removal of the unauthorized construction and the imposition of a fine, said the association's chairwoman Martina Kořenová to ČTK. According to both the mayor and the company, the construction is permitted.
    The investor has so far constructed sewage and water systems. "The construction, as it is currently executed, does not threaten any neighboring property," said Petros Papadopoulos, a representative of RIM ENGINEERING, to ČTK. He stated that the construction is in accordance with the approved documentation and that the dispute concerns approximately a fifty-meter section of the water pipeline. The company is negotiating this with the water authority.
    Mayor Adriena Mrázová told ČTK that the company built part of the sewage system contrary to the permit, which is higher than planned. Consequently, the city requested it to rectify this. Since it did not do so within the specified period, it risks a fine.
    "I sought to ensure that the homes of long-time residents, including mine, do not end up below the level of the terrain. Construction is taking place in the area of the creek's floodplain, and flooding is a risk," stated Jan Petříček. According to his neighbor Jiří Bek, there was a large pond on the mentioned construction site according to historical military maps from the 18th century.
   "The crisis management unit found that the entire matter is essentially irrelevant. Because there is no watercourse running through the area, it is not even possible to request an opinion from the watercourse manager. According to existing available documents, it has never been a flood area nor is it," said Papadopoulos.
    Opposition to the company's plans arose a year ago. More than 700 residents signed a petition against the construction. At that time, the Fialka civic association, along with property owners living near the construction site, submitted a request for review of the issued zoning decision to the Regional Authority of the Central Bohemian Region. This September, the regional authority revoked the zoning decision, and the investor appealed against it.
