Brno - Brno wants to prepare a regulatory plan for the area around the Chapel of Our Lady of Help on the outskirts of Líšen, which would establish clear conditions for possible construction in this location. According to the land use plan, family houses can be built there, and in the past, it seemed that apartment buildings could also be erected here. According to the mayor's deputy, Martin Ander (SZ), inappropriate construction could completely spoil the unique surroundings of the chapel. A plan that still needs to be approved by the councilors should mitigate this. It could be completed in two years, and its costs could amount to hundreds of thousands to millions of crowns.

The councilors of Brno recommend that the council approve the preparation of the plan. "The area around the chapel is one of the valuable locations at the very edge of Brno. The place directly connects to the historical buildings of Old Líšen, it is a pilgrimage site with a special genius loci, and therefore local civic associations strive for it to be protected and to prevent uncoordinated and thoughtless construction from damaging this landscape character," said Ander.

According to the current land use plan, construction of family houses is permitted in the area. However, an update to the land use plan approved by the old council in 2014 allowed for the construction of multi-story apartment buildings as well. Locals opposed this. Ultimately, a court annulled the update after activists' lawsuit due to the incomprehensibility of some changes in various locations.

The regulatory plan is a detailed spatial planning document. It establishes the conditions for construction. "It goes into details, designates where the streets will be, defines building lines, and also specifies what types of houses may be there," added Ander.

The city’s idea is welcomed by the mayor of the municipal district, Břetislav Štefan (ČSSD). "The area is significant for the local residents. Annual May pilgrimages take place here. The location requires increased protection, which the plan should enable," added Štefan. The area is to be defined from the south by Kniesova Street and adjacent gardens, from the west by Kostelíček Street, from the north by Obecká Street, and from the east by Podlesná Street.
