Prague - The Prague Development Company (PDS) has so far failed to negotiate a land exchange with the Prague Public Transit Company (DPP) near the Palmovka metro station, which the city needs for the planned construction of a residential neighborhood. This was stated today by PDS director Petr Urbánek to ČTK and Právo. PDS is a contribution organization of Prague, while DPP is the largest city joint-stock company operating public transportation in the capital. ČTK is seeking a statement from DPP.


The city leadership tasked PDS with preparing a project that includes the use of the yet-to-be-completed Palmovka Center and the construction of houses with up to 2000 city rental apartments on the surrounding land. However, a large part of the land is owned by DPP, with which, according to Urbánek, it has so far been unsuccessful to reach an agreement on transferring it to the city.

According to him, representatives of PDS, the city, and DPP have been negotiating the matter for two years. Although the city owns the company, due to its structure as a joint-stock company, an agreement needs to be reached. "Prague is indeed the sole shareholder, but it has many legislative limitations," Urbánek said. Initially, PDS proposed the establishment of a so-called building right, which allows land to be granted for up to 99 years without the need for a transfer, but an agreement was not reached.

For about the last year, according to the director, both sides have been negotiating the possibility of exchanging parcels for land, for example, for planned tram lines that the company will need and that the city owns. However, negotiations have not progressed as quickly as the city and PDS would have hoped, Urbánek said. "My feeling is that DPP's priority is not really to quickly reach an agreement with the capital city," he summarized.

PDS is a contribution organization of the municipal office, which the city has entrusted with land suitable for the construction of municipal rental housing. According to Urbánek, the entrusted land covers about 620,000 square meters and, if fully utilized, could accommodate up to 8000 apartments with a gross floor area of 850,000 square meters. PDS is currently gradually announcing tenders or architectural competitions for the preparation of documentation for the planned projects.
