Prague - By the end of the year, the government should receive the document Architecture and Building Culture Policy. It should, similar to other countries, help public institutions, for example, in how to promote and support quality architecture, and it also emphasizes education and training in the field. The document, which could also modify the position of the city architect, will be presented by the Ministry for Regional Development. The basis for it is the Architecture Policy prepared last year by the Czech Chamber of Architects (ČKA), said ČKA spokesperson Zuzana Hošková to ČTK.
For the position of the city’s chief architect, Hošková would like to see an explicit legal support, which does not currently exist, and cities can establish it at their discretion. The shape of Czech cities is primarily decided by officials; about one in ten cities currently has its chief architect, even though politicians often promise the establishment of this position before municipal elections.
"The reason is likely the public's dissatisfaction with construction interventions in cities and towns, with the lack of a concept for their development, with targeted interference in valid zoning plans under the influence of various interest groups, and with the often problematic state of traffic and other issues," states ČKA. If in some municipalities the chief architect is still operating today, it is more often a different name for the zoning planning office or decision-making under the Building Act.
The foundation for the successful operation of chief architects is the cooperation of experts, bringing visions and concepts, with the political representation that will have the political will to promote these concepts and the willingness to respect expert opinions, the spokesperson stated. The ČKA promotes the position of chief architect among cities and municipalities. "Positive examples help us; for instance, in Hradec Králové, this position has a long-standing tradition," she noted. Litomyšl, Ostrava, and recently Český Krumlov are also considering having a chief architect. However, some politicians do not want to establish this position precisely because it would interfere with their work.
In preparing the Architecture Policy, a memorandum on education was also created, supported by organizations such as Architects in School, the Proměny Foundation, Plzeň 2015, and ARCHIP, in addition to the chamber. The Ministry of Education, Ministry for Regional Development, and Ministry of the Environment will receive it, and its authors wish to change the current state in which architecture and related fields are taught only at universities.
"Architecture plays a crucial role in shaping the relationship to the surroundings from a very early age. Nevertheless, children are not sufficiently guided in Czech schools to develop a basic awareness of the quality of environments, to foster imagination, aesthetic and spatial perception, understanding the creation of the urban environment, and to form a relationship with the public space of towns and landscapes as spaces for life," says the spokesperson. Insufficient information, awareness, and education on this issue then contribute in adulthood to decisions that negatively affect the environment, quality of life, and society.
A similar document was signed by the then Minister of Education Ondřej Liška in 2009, but this fact did not have a significant impact on practice and teaching. "Its text is rather general and does not provide practical examples of how architecture can be incorporated into education compared to the new memorandum. The 2009 memorandum did indicate the Ministry of Education's willingness to cooperate with ČKA in the areas of education, but it was never specifically implemented. That is why the Architecture Policy is being prepared, which should address more areas than just education," the spokesperson says.
