Dear Mr. Mayor, esteemed councilors and representatives of the city of Kladno,
Based on the resolution of the council dated April 24, 2007, the city of Kladno committed to produce a new zoning plan. For this purpose, a very high-quality brief for the new zoning plan was prepared by the city's architect in 2009 and approved by the councilors, which promised the development of a contemporary and beneficial zoning plan for the city.
The zoning plan is a fundamental conceptual document that influences the life and development of the city for decades, either positively or negatively, and therefore, due attention should be paid to its creation.
We consider the process of creating the zoning plan to be one of the most important tasks of the council, often extending across several electoral terms. The quality of the zoning plan should be a concern for all city residents and particularly for the councilors.
From practice, we know that a good zoning plan cannot be created without thorough surveys and analyses and without public expert (and lay) discussion. We are therefore very concerned about the approach of the council, starting from the selection process with the only criterion of the lowest price, followed by indifference and unwillingness to inform the residents.
The public discussion of the draft zoning plan, which is practically the only opportunity for residents to influence the shape of the upcoming zoning plan, took place on November 15, 2011, during working hours. The public was informed about this crucial date only on the official notice board, and there was no mention of the public discussion of the zoning plan draft on the homepage of the city website, nor in the printed information monthly of the city hall! Established practice is to inform about such an important matter through additional channels, properly promote and explain the process. It is shocking that the public discussion took place without the personal presence of the author and that no councilors attended the meeting!
The submitted draft contained several serious errors and, above all, lacked any coherent vision for the future of Kladno. If there is no truly drastic intervention in the presented draft, it is hard to imagine that a quality proposal for the zoning plan that would benefit the city will be developed.
We consider this state to be a failure of councilors across the political spectrum.
We call on the councilors to immediately take responsibility for the future development of the city, specifically:
- to thoroughly engage in the process
- to ensure public awareness beyond the minimum legal obligations
- to insist on the quality of the development of the zoning plan proposal and fulfilling its brief
- to consider establishing a working group of experts as a partner for the council during negotiations with the author
- not to limit the processing time to the year 2012 unless a sufficiently high-quality document is presented (the possibility of receiving a grant for the development of the zoning plan cannot be an excuse for its poor quality)
We believe it is possible to ultimately reach the approval of a plan that corresponds to the size and significance of our city and leads to its comprehensive flourishing. A city without a vision and respect for its own history is a city without a future!
