Prague - The Ministry of Regional Development (MMR) rejects criticism of the amendment to the building law, which builders claim has complicated the building process and extended the approval time for construction. MMR stated on its website that it had been discussing the change to the law with experts for two years.
"The Czech Chamber of Commerce, the Union of Entrepreneurs in Construction, and other entities participated in regular meetings held on this topic for two years. Many of their proposals were accepted. Only exceptionally were those proposals not accepted, which would have led to a conflict with European legislation," MMR writes, asserting that all comments were addressed in joint meetings.
"We consider the amendment to the building law to be the best adjustment of the construction law area since 2001 when the EIA directive was implemented into the Czech legal order," claims MMR.
Builders criticize the amendment to the building law for prolonging construction approval and inadequately defining the powers of designers and investors. Experts mainly criticize the extension of public participation in the approval process and the extension of the deadline for official opinions by up to two months.
The amendment to the building law, which came into force on January 1 of this year, was supposed to clarify and simplify individual procedures, eliminate deviations from administrative procedures, and reduce administrative burdens in construction planning. However, practice has shown builders that this has not happened.
