The Dutch studio MVRDV won the competition for the urban development plan in the area by the lake in Albanian Tirana (among other competitors were Bolles + Wilson and David Chipperfield Architects, for example). A dense development over an area of 20 hectares will be created adjacent to a large park. The project consists of numerous tilted, rotated, and mutually grouped buildings, where a wide range of different types of apartments, shops, and offices should arise. At the same time, public spaces with dramatic views will be created between them.
The location is part of a ring of parks that surround the lake. The characteristic tree of the built area is to become the rosewood. In addition to serving as natural shading elements, the rosewoods will create a "blue cloud" due to their flowers. The plan includes the creation of 225,000 m² of residential space, 60,000 m² of commercial space, 20,000 m² of public institution space, 60,000 m² of office space, 15,000 m² will contain a hotel, and 20,000 m² is to be allocated for sports and recreation. Construction is expected to start in 2010, with planned costs reaching 600 million EUR. The client is a group of Albanian private developers, and the project management is handled by the Madrid-based company Ambito Project Management.
