Results of the XXII. edition of the competition for the best urban planning project

On November 9, 2016, the results of the already twenty-second edition of the international student competition for the best urban project were announced on the premises of the Faculty of Architecture at the Czech Technical University in Prague. The competition is organized by the Institute of Spatial Planning of the Faculty of Architecture at the Czech Technical University in Prague under the auspices of the Association for Urbanism and Spatial Planning. Partner universities, including the Faculty of Civil Engineering and the Faculty of Architecture of CTU in Prague, the Faculty of Architecture at VUT in Brno, the Faculty of Architecture at STU in Bratislava, and the Faculty of Architecture at Wrocław University of Technology in Wrocław, regularly contribute to the competition prizes and costs associated with the exhibition of works.

This year, a total of 40 works were evaluated - 21 projects came from CTU in Prague, including 15 from the Faculty of Architecture and 6 from the Faculty of Civil Engineering, 7 proposals from FA STU in Bratislava, 11 from FA VUT in Brno, and 2 from the Wrocław University of Technology.

The jury on October 21, 2016, included Ing. arch. Kateřina Margoldová (City Hall of Kladno), Ing. arch. Veronika Šindlerová, PhD. (practicing architect in the field of spatial planning), Ing. arch. MgA. Osamu Okamura (program director of the international festival and conference reSITE), Ing. arch. Jan Auerbach (architect, member of the Idealisté.cz association), Ing. arch. Alžbeta Sopirová, PhD. (FA STU in Bratislava), Doc. Ing. arch. Karel Havliš (FA VUT in Brno), Dr. Inž. Wawrzyniec Zipser (FA TU Wrocław), and Doc. Ing. arch. Jan Mužík, CSc. (FSV CTU in Prague). The chair of the jury was elected Ing. arch. MgA. Osamu Okamura. The competition secretary, Ing. arch. Vít Řezáč, was represented during the meeting by Ing. arch. Zuzana Krmelová.

In the first round, the jury evaluated primarily the inventiveness and new approaches to solving urban problems, while the second round focused on the quality and completeness of the work, including graphic presentation. This year's competition featured many different types of urban tasks. The jury awarded reconstructions of extensive areas of the city, proposals for new urban units, as well as overall strategies for city development.

Announcement of Winners:

The announcement of winners took place during the open day of the Faculty of Architecture at CTU and also served as the opening of a traveling exhibition. The ceremonial event was attended by the head of the Institute of Spatial Planning, Prof. Ing. arch. Karel Maier, CSc., the director of the Association for Urbanism and Spatial Planning, Doc. Ing. arch. Petr Durdík, and the competition secretary, Ing. arch. Vít Řezáč. Diplomas were presented by the vice-dean of the Faculty of Architecture, Ing. arch. Jakub Vorel, PhD. He emphasized the importance of this competition as the longest-running competition in the faculty and its significance in providing insight into different approaches to teaching urbanism at various universities. The competition secretary, Ing. arch. Vít Řezáč, highlighted the increasing interest of students from all participating schools and the importance of student competitions in general. Students thus receive valuable feedback that can facilitate not only their further studies but also help them navigate practical aspects of urbanism before entering the profession. All speakers agreed on the increasing quality of the submitted works and praised the careful work of the jury and all organizers.

The exhibition at the faculty will run until November 25, 2016, and will then move to other universities. Current information about the competition and exhibitions can be found on the website or on the Facebook page of the competition.

Jury evaluation: The current state of the area is not very attractive for living. Extensive industrial areas alternate with smaller residential districts. The surroundings of the metro stations do not reflect their importance for the quarter. The areas overall lack a human scale.
The jury appreciated the thoughtful design of the street network, which seamlessly connects to existing communications and creates a characteristic block structure for Prague neighborhoods. The author also skillfully works with the changing density of construction towards local centers - metro stations and other entries into the area, and with a different hierarchy of communications. Along Rokytka, a large park and sports facilities are proposed, adding new value to the location. The jury also appreciated the preservation of the industrial character of the district and its integration into the context of the place. The proposed purposeful phasing of the redevelopment was positively evaluated as well. Starting with the cultivation of public space around the metro stations and continuing with the creation of a central park and the transformation of industrial areas into residential neighborhoods.
The development of the area is conceived realistically and with a sense of creating a socially and infrastructurally sustainable neighborhood. The proposal lacks a more detailed analysis of transport services; however, it is clear that this should not be a major issue.
