The town of Litomyšl announced an architectural competition on July 4, 2014, for the design of a new Senior Home to be situated in the location U Nemocnice. The town hall will accept architectural proposals until August 18. At the end of the summer, the jury will select the three best proposals that will advance to the second round.

The town of Litomyšl previously submitted a request for a subsidy to the ministry. This obviously includes an "architectural design", but according to the head of the development department of the Development and Investment Department of the Litomyšl City Hall, Antonín Dokoupil, it is merely a verification study. “It contains only the bare minimum necessary for us to submit the application. It was the cheapest alternative for the documentation. However, to move on to the following stages of project documentation, we need to select their processors through a tender. That is why we have now announced an architectural competition in the form of a design competition,” says Antonín Dokoupil. The competition proposals should include a solution for the new building with at least 60 single rooms, including social facilities. All service functions must be designed for a capacity of at least 80 people. Rooms will not have balconies or loggias; greater glazing, French windows, and an outdoor terrace or possibly a winter garden are preferred. Each room should include a kitchenette and basic furniture. The intention is to arrange the rooms into four separate enclosed "living units," where each should have a common living space with facilities for the caring staff. “As the competition's organizers, we are aware of the complexity of the task, as we expect that the design will, to the greatest extent possible, create a non-institutional, home-like environment that imitates the family atmosphere of apartments, given the required capacities of the building. The standard of internal communication should enable social contacts to be established and maintained. Dependency on the provided care should be discreet and inconspicuous. We would appreciate a richer structure of semi-private and semi-public spaces on the site as well as within the actual building,” clarifies Antonín Dokoupil. Architects will also need to address parking, transport connections, and outdoor living areas with a corresponding amount of greenery. The proposal should also address the ties to the surrounding area. “Since we began working on this project, we have managed to acquire additional land, so the new building can be designed somewhat more generously than in the original study,” informs a city hall employee.
“Statistical data suggest that the demographic development in Litomyšl does not differ from the national trends. The number of Litomyšl residents is stagnating, while the number of older people is increasing,” supports the construction of the new Senior Home Terezie Šmolíková, director of the Social Assistance Center, and continues: “At the same time, I would recommend later renovating the existing buildings of the Home Pod Školou and the Home Na Skalce so they can continue to serve those in need of long-term health and social care.”
The architectural competition for the Senior Home will have a similar system to that for the transformation of the banks of the Loučná River, where architects Martin Rusina and Martin Frei won. In the second round, one will be selected from the three advancing to elaborate their proposal into the form of a project. “In this way, we will first obtain a study that we would have to commission anyway,” explains the mayor of Litomyšl, Michal Kortyš, while Antonín Dokoupil adds: “Three architects will be selected, who will also submit a price quote with their proposal. In the subsequent round, we will decide who will elaborate their proposal.” Criteria that the jury will assess at the end of August include the overall architectural quality of the proposal, cost-effectiveness and economic adequacy of the chosen solution, the degree of fulfillment of the construction program, special requirements for the building, or the size of the built-up space of the proposed object. “The staff of the office and the director of the Social Assistance Center, Terezie Šmolíková, have long devoted themselves to preparing the project from the perspective of service balance, operation, interior, and functionality,” clarifies the mayor of Litomyšl.
The first three selected architects will receive awards from the town, and there should also be one additional prize. “The costs for the architectural competition are an alternative to the costs for the study that we would have faced anyway,” states the mayor. The construction of the Senior Home is a long-term intention of the town. However, the funding for its realization is still lacking. The town hall hopes that the request for a subsidy, which has been lying with the ministry for some time, will finally be addressed. At the same time, they intend to seek funds from other sources as well.

To assess and evaluate the proposals, the client will appoint a jury made up of individuals not biased towards the participants in the design competition. The jury will evaluate and score the individual proposals anonymously. Regular jury members: ing. akad. arch. Jan Šépka, ing. arch. Aleš Burian, ing. arch. MgA Michal Fišer, Michal Kortyš, Ing. The competition conditions and materials will be provided electronically via the server ftp://ftp.litomysl.cz. Access data for the right to copy competition materials can be requested electronically at prosen@litomysl.cz immediately after the competition is announced. The competition materials include a data loan agreement from the digital technical map of the Town, which applicants are obliged to supplement with the necessary data and send back printed and signed in two copies as a standard postal item to the address: Town of Litomyšl, Ing. Antonín Dokoupil, Bří Šťastných 1000, 570 01 Litomyšl. Competition materials can be requested no later than 6 working days before the deadline for submitting proposals.
