Prague - Data about all technical infrastructure should be unified in a digital technical map, a proposal supported by the government will be discussed in the Chamber of Deputies. The press department of Straka's Academy informed journalists today about the positive stance on the amendment to the surveying law. The amendment aims to expedite construction proceedings and has been signed by around eighty deputies from all parliamentary clubs. Experts from the Czech Office for Surveying, Mapping, and Cadastre, the Ministry for Regional Development, individual regions, and network operators also contributed to it.


The digital technical map should contain updated data about roadways, railway lines, electrical networks, waterworks, gas pipelines, sewers, and data networks. It will summarize information about which networks run in specific locations and who manages them. It should assist cities, among other things, in planning repairs.

In the explanatory report, the proposers state that digital technical maps, which would be created and managed under a mandatory uniform standard for the entire territory of the Czech Republic, are not yet regulated by the legal order. The legal order only includes regulations on technical maps in the surveying law and the building law.

During the consultation process, the Ministry of the Interior expressed its disagreement with the amendment, estimating the costs for building the system at hundreds of millions of crowns. According to them, it cannot be assumed that these costs will be covered by European funds, as the proposers expect. According to Finance Minister Alena Schillerová (for ANO), most of the costs will be covered by grants, although some will be included in the planned budget. According to her, the decision to support the proposal was influenced today by the "pleading" of the Minister for Regional Development Klára Dostálová (for ANO). "She supported this proposal, and from the perspective of the entire concept, it is very suitable," Schillerová told reporters.

According to the initiator of the amendment, Martin Kupka (ODS), the map is a significant condition for simplifying, accelerating, and reducing the administrative burden of construction proceedings. The tool is expected to function starting in 2023, he stated in a press release.

Regardless of the government's stance, the material will be distributed to the deputies for discussion.
