Ostrava will once again welcome leading world architect Steven Holl, who returns to the prepared area of the reconstructed House of Culture of the City of Ostrava after nearly three years. This time, he will take on a special task. Along with other personalities, he will lay the foundation stone for the concert hall building. Besides the ceremonial act, he will also have other activities. Interested parties can meet this personality of world architecture at the international Meltingpot forum during the Colours of Ostrava. Steven Holl will discuss the current status of the construction with the team that has been working on this unique project for several years; after all, the architectural competition has been in preparation since 2017.
"The new concert hall in Ostrava will become an inspiring place for the public and visitors from abroad. It will bring quality contemporary music to Ostrava and enable the city to make a name for itself on the world music map. Its form as a 'perfect acoustic instrument housed in its casing,' which originated from the working drawings, will now take its concrete shape in real space and with real sound. This is an immensely exciting moment for Czech music and architecture," stated Steven Holl. The ceremonial laying of the foundation stone for the concert hall is scheduled for July 19, 2024. As part of the program, the Janáček Philharmonic Ostrava, under the direction of future chief conductor Daniel Raiskin, will perform Bedřich Smetana's composition Má vlast. The foundation stone comes from the quarry in Mrakotín.
At its last session, the City Council discussed the conditions of the contract with the executive agency of the European Commission, under which the grant may reach a value of up to 21 million euros. "The non-repayable grant, combined with a long-term investment loan from the European Investment Bank, makes up the main share of the financing. We could sign the grant contract as well as the loan contract as early as June this year. The amount of the loan can be up to two billion crowns. The city's co-financing is secured from the Fund for the Construction of the New Concert Hall. We will also receive a subsidy of 300 million crowns from the Moravian-Silesian Region. For another subsidy, we expect the issuance of registration with a support amount of 600 million crowns, which is from the Ministry of Culture of the Czech Republic. In March of this year, we also submitted a request to the Modernization Fund of the State Environmental Fund of the Czech Republic for energy savings in the House of Culture of the City of Ostrava, where we could obtain a grant of up to 88 million," explained Lucie Baránková Vilamová.
The financing of the entire project is multi-sourced. "The model of multi-source financing for this demanding construction is not completely straightforward. For example, with the European Commission grant and the European Investment Bank loan, it involves mutually conditional drawing and the amounts of both can be variable. We are carefully fine-tuning the project with the providers of other financing sources from the submission of the grant application to the financing of individual items, including the purpose of the drawing. We must avoid so-called double financing, meaning funding one budget item from two financing sources. However, the city is very experienced, and this risk is reliably secured. Therefore, each subsidy in this model is unique. Once we have valid decisions or contracts regarding grant provision, we will of course publish more detailed information about the financing," added Hana Tichánková, Deputy Mayor.
The newly built complex will offer a concert hall with a capacity of 1,300 seats, a theater hall with an additional 490 seats, and a multifunctional chamber hall with a capacity of 515 seats. The educational center is defined by 200 seats, and the lecture multifunctional hall will have 120 seats. The complex includes a recording studio, spaces for leisure activities, as well as a café, restaurant, and lounges. The city of Ostrava first attempted to build a quality concert hall in the 1860s, most recently in 1969. The new design of the building has been known since July 2019 when the results of the architectural competition were announced. The winning proposal from Steven Holl Architects from New York and Architecture Acts from Prague largely preserves the existing building.
"In early April, a contract was signed with the contractor for the second phase of the concert hall project and the reconstruction of the House of Culture of the City of Ostrava. The winner of the public procurement was the Consortium for the Concert Hall, whose partners are IMOS Brno a.s. and IPS Třinec a.s. The consortium offered the lowest price of 2.798 billion crowns. Last year, the first phase of the project began, the preparation of the area, which is now nearing completion. It included necessary works, such as the relocation and connections of engineering networks, the construction of water management facilities, geothermal wells, and more. The excavation of the building pit will follow the completed preparation of the area in the coming months," clarified Břetislav Riger, Deputy Mayor. The anticipated completion date for the construction is now in 2027. "We also face a fairly key coordination of transportation since there are several projects being implemented in the affected area at different stages, starting with the construction of a new parking garage and ending with the establishment of the scientific library known as the Black Cube," added Břetislav Riger.
"In 2018, the city of Ostrava, after thorough preparations, took a significant step. This was the announcement of an international architectural competition for the construction of a concert hall and the associated reconstruction of the historically valuable building of the cultural house, with the clear goal of breathing new life into the location and the current cultural house and creating an adequate cultural and social background in Ostrava with world-class acoustic, technical, and architectural parameters. These requirements were met by the project from the studio of world-renowned architect Steven Holl, who was selected a year after the announcement of the competition. Now, in 2024, we are in the phase of beginning the construction itself. A relatively short time has passed from the idea to the start of the actual construction, which is a testament to the incredible energy our city naturally possesses. I believe that the positive impact of this project, which has no equivalent in the Czech Republic, will be crucial for the development of the city of Ostrava. Ostrava is thus indelibly inscribed on the cultural map of Europe," concluded Jan Žemla, director of the Janáček Philharmonic Ostrava.
