Prague - The Cultural Committee of the Prague City Council has recommended the preparation of a feasibility study for the construction of the so-called octopus designed by architect Jan Kaplický, which was intended to serve as a new building for the National Library. It could now find alternative uses. The building could be erected in the originally intended location, that is, in Letná. According to the resolution, the study is to be completed by the end of September, just a few days before the elections to the Prague City Council.

"While we have much to offer in terms of historical architectural buildings and styles, when we compare Prague with other modern metropolises, there is indeed very little modern architecture in Prague that evokes any emotions. The only building that attracts attention and was constructed after 1989 is the Dancing House," said the committee vice-chairman Lukáš Kaucký (ČSSD).

The study is also expected to answer the question of what the building could be used for. It might house the Minor Theater and a branch of the city library; other uses are unclear. It is likely that any potential use would depend on whether a private investor would finance the construction, who would expect a return on investment, thus a use for commercial purposes.

According to councilor Albert Kubišta (TOP 09), using the building for a different purpose than originally intended undermines the sense of the project. "The building was designed as the National Library. The question is what will happen to the project if it is diluted among several institutions," Kubišta said, noting that it is questionable whether a unique design of the interior spaces, which are inseparable from the building, can be realized after Kaplický's death.

The competition in which the jury selected Kaplický's project faced criticism particularly from architects, as the winning project did not adhere to the given assignment. During the competition, the National Library changed the conditions – stating that it could not imagine safely storing thousands of volumes of books underground, as Kaplický proposed. The complaint from the architects who placed third in the competition was acknowledged by the court, and the library had to compensate the studio HXH architekti for the difference in the fee they would have received if the contracting authority had excluded the winning proposal.

The National Library ultimately decided to address its long-term spatial issues by renovating its current facilities. However, recently, the library management has leaned again towards building a new facility. There has been occasional mention of a potential use of Kaplický's project; however, it is now 12 years old, and realizing such a complex building without its author is challenging. Kaplický passed away in January 2009. The Prague councilor and chairperson of the culture committee is Eliška Kaplicky (ANO) Fuchsová, the widow of the architect.
