Prague - The mayor of Prague 6, Ondřej Kolář (TOP 09), welcomes that competent authorities will consider providing discounts on the sale price of land in Na Dračkách Street. He stated this to journalists at today's press conference. Similarly, Lukáš Fiedler, the chairman of the board of the city company SNEO, addressed the criminal complaint filed by the representatives of the Pirates of Prague 6 on Thursday.
Both Kolář and Fiedler stated that the selection procedure for the sale of land at Na Dračkách was conducted according to the rules for public contracts, and all individual steps were discussed by the local council. According to their words, such a procedure was not even necessary, as it was not a public contract. Kolář also mentioned that the police already investigated the tender last year based on a criminal complaint. The case was closed as the police found no illegal conduct.
At the end of August last year, the companies SNEO and DRA development, belonging to the Penta group, signed a contract for the sale of land and the residential project at Na Dračkách. Earlier, on August 26, 2018, due to a clerical error in the documentation, the State Land Office issued a corrective resolution to identify the land, assuring that it was merely a formal matter. However, the Pirates claim that both parties were aware of the correction before signing the contract, and therefore the buyer was not entitled to a subsequent price reduction. Fiedler, however, told ČTK today that it was only in September that the restitution claimants raised the issue, stating that the corrective resolution changed the essence of the matter. They began to claim the land again, and one of them also filed an administrative lawsuit, Fiedler said.
"The land at Na Dračkách had such value primarily because it was equipped with a zoning decision and building permit," Fiedler pointed out. Restitution claims, economic considerations, and the expiration date of the mentioned documents led to providing a discount to the buyer of 34 million crowns. SNEO thus received 402 million crowns for the land, while the minimum required price in the tender was 250 million crowns.
The Pirates criticize the contract. "It is land in the most luxurious part of Prague 6; it is lucrative even without a building permit. We believe a more reasonable solution would be for the city itself to build here or perhaps to retain a stake in the residential project," said councilor Jiří Hoskovec (Pirates) today. According to the Pirates, developing this site would solve the housing crisis in Prague 6. In the criminal complaint, the Pirates list SNEO and the then members of the board, specifically Tomáš Jílek, Petr Macháček, and Lukáš Fiedler, among the suspects.
"Ořechovka, where the land is located, is truly one of the luxurious neighborhoods and should remain so. It is not a suitable place for the construction of municipal apartments," stated Mayor Kolář.
