Opava - The Opava City Hall is looking for investors for the former Dukelská barracks. Interested parties should apply by April 20. The space is mainly intended for the construction of apartment buildings. The city office is basing its plans on an urban study that it commissioned. It anticipates the construction of 18 buildings in one part of the area, which should contain 400 apartments. The second part features dilapidated historic buildings that a potential investor should restore. This was stated today by the Mayor of Opava, Radim Křupala (ČSSD).
He is glad that after years of stagnation, things are finally moving forward. "The city had long struggled to find a use for the area, which is why we decided to create our own study including visualizations. This will help potential developers get an idea of what can be realized here," Křupala said.
He anticipates that the city will receive specific proposals that investors are willing to implement. "We would welcome one investor capable of managing the entire area," he said, adding that he is also open to offers from interested parties wishing to buy individual zones. According to Křupala, more than one investor is likely to come forward. "We have information that there will be more interested parties," he stated.
The proposed plans will then be evaluated by the city council, representatives, and the city urban planning committee.
The Dukelská barracks cover an area of approximately 11 hectares. In the lower part stand historic buildings that are deteriorating, and it is not yet clear how they could be utilized. The city currently rules out demolition. In the upper part, several companies with light manufacturing are located, such as a bicycle manufacturer. The city hall is also addressing the possible sale of the central part, exceeding six hectares, which currently only has wooden garages or unnecessary buildings.
The city plans to demolish these structures. It is also preparing the construction of a main water and sewage distribution system. The land is aimed to be prepared to make it more attractive for potential investors. The city hall also considered that if one investor for the entire area could not be found and the territory were divided among smaller partners, it might build one apartment building itself in the area. However, this plan will likely be abandoned. "This condition would be unnecessary for the investor and would complicate the project. We have other parcels where we can build an apartment building," Křupala previously stated.
