The city of Rožnov pod Radhoštěm announces a public tender for consulting and advisory services in the fields of architecture and urbanism (city architect). Position Description: The main task is the consulting and advisory work in the fields of architecture and urbanism for the city of Rožnov pod Radhoštěm and its local parts, for the needs of the city as well as for the needs of the public. The work will be performed based on a concluded agreement on work activities.
Required scope of activity: - It is expected that the scope of activity will be a maximum of 60 hours per month for the needs of the city and the public.
Work placement: - The city architect collaborates with the development department, the property management department, the construction and urban planning department, the transportation department, and possibly other departments according to the current needs of the city, - The tasks and activities of the city architect are managed by the secretary of the city office. Description of the main activities of the architect: - Cooperation in preparing the city's development documents (city development program, strategic city development plan, city zoning plan, studies, concepts, etc.), - Control of the incorporation of development documents into the city's investment activities, - Cooperation in the creation of task assignments for the city's investment actions provided primarily by the development department, the property management department, the construction and urban planning department, and the city's contributory organizations, including assistance in preparing tender conditions for public contracts, - Cooperation in the implementation of the city's investment actions, - Ensuring the preparation and holding of architectural and urban design competitions for the city, including the promotion of these competitions, - Ensuring the concept of public space creation (concept of equipment - furniture, public lighting, bins, benches, etc.), - Coordination of the concept during the reconstruction of public spaces, - Cooperation in selecting designers and contractors, preparing materials for commissioning these activities, - Consulting on preparatory work and project documentation for buildings funded by the city, - Coordination of investment actions with architectural and urban planning aspects, - Submitting proposals and recommendations for architectural and urban modifications or measures in the city, minor constructions, and details (modifications of roads, railings, information boards, plantings, etc.) to the city's authorities, - Expressing opinions on the needs for conceptual decisions or measures, - Participating in meetings of city authorities, committees, working groups, and department heads' meetings, and possibly discussions with citizens as required by city leadership, where he ensures educational activities in the field of architecture and urban planning, - Providing expert support to the building authority upon request, - Expressing opinions on proposed transfers from city property, - Providing consultations for investors and citizens on building intentions in the city's territory, - Organizing workshops and seminars in the field of urbanism and architecture, - Cooperation in creating the city budget. Requirements for candidates: - Completed university education in architecture and urbanism, - Authorization in the field of architecture, urban planning, or general authorization with ČKA, - Minimum of 5 years of experience in the field, - Experience with processing spatial analytical materials and spatial planning documentation, design activities, and developing architectural proposals, - Knowledge of the building act and its implementing regulations, - Knowledge of the municipality act, - Good communication skills; ability to defend one's opinions, assertiveness, organizational skills (demonstrated in the second round of the selection process during the interview), - Knowledge of the local environment (Rožnov p. R and surroundings).
Remuneration:
450 CZK/hour includes all costs associated with the performance of the city architect's activities (transportation, electronic communication, etc.).
Duration of activity: The contract will be concluded with effect from March 1, 2016, and is agreed upon for an indefinite period.
Selection of candidates: The selection process will have two rounds. In the first round, the evaluation committee will assess the suitability of the candidates based on the submitted offer materials. Candidates selected by the committee will be invited to the second round, which will take place in the form of an interview. Content of the application for the tender: - Name, surname, title of the applicant, - Date and place of birth, - Nationality and place of permanent residency, - Granted authorization, - Email contact, - Date and signature of the applicant.
Mandatory attachments to the application: - An authenticated copy of the proof of completed education must be submitted by the candidate before signing the contract, - An authenticated copy of the proof of granted authorization must be submitted by the candidate before signing the contract, - A sworn declaration that the candidate is not subject to disciplinary punishment from the ČKA Chamber Court on the day of submitting the application and is not subject to disciplinary proceedings (signed original), - A structured CV (signed original), - A criminal record extract not older than 3 months, - A portfolio of own architectural or urban works (in electronic form on a CD), - References about previously realized consulting, training, and design, or possibly publishing works with contacts to clients, - A motivation letter that will contain: - A personal view on the concept of performing one's activities as the city architect and his role in planning processes and project preparations considering the above-mentioned scope of activities, - A future vision (a general idea is sufficient, not specific solutions) of architecture and urbanism in the city, - An opinion on the current spatial planning documentation of the city and the need for new spatial planning documentation and materials
2nd round of selection: The selection process will take place in 2 rounds. Candidates will be invited and informed of further proceedings always in advance at the email addresses provided by them. The second round will likely take place on February 24, 2016, so it is advisable to reserve this date.
Candidates advancing to the 2nd round will provide a list of examples of good practice with references from the fields of architecture, urbanism, and planning, which could serve as examples for the city of Rožnov pod Radhoštěm. Candidates will also be asked questions regarding urbanism, general architecture, questions about specific locations in the city, and questions concerning knowledge of regulations related to the performance of the work of the city architect.
