The professional handbook that archicraft is currently working on details the individual steps of the restoration process, starting from debris removal and site preparation, through the process of obtaining a building permit, to budget planning and selecting an architect or general contractor. "It will also include detailed information on the timeline of the entire process and budget proposals," adds Marija Volkman.

The architects at archicraft are applying their expertise in local legislation and the market to restore one of the homes in the Palisades area, specifically in the El Medio Buffs neighborhood. "Thanks to detailed sketches, we are able to accurately locate the original position of the house. The owner has decided to preserve the original height and footprint of the building while emphasizing its modernization in accordance with current architectural standards and technological requirements. With these experiences, we are also able to provide expert advice to all who currently need it," says the architect. They expect the design to be ready for submission to city planning in the summer of this year.

Complex Bureaucracy

Post-fire reconstruction brings not only new opportunities but also significant challenges, particularly in the area of legislation. The construction industry in California faces excessive bureaucracy, with the permitting process being especially complex in coastal areas where environmental protection is emphasized. "The California Coastal Commission was overwhelmed even before the fires, and now it faces an unprecedented influx of applications. Therefore, we aim to facilitate our clients' path to reconstruction by providing them with a clear and structured plan," explains Volkman.

Architects recommend utilizing the existing built area and adding a maximum of ten percent extra, which is permitted by current city code. Those who follow this strategy have the quickest path to getting their projects approved. In contrast, property owners in coastal areas who plan to expand beyond this limit should anticipate waiting for up to two years for a permit. "It’s about nuances, not a universal template. Every project is unique and must be adapted to local regulations and urban planning requirements," adds Volkman.

Rising Costs

The construction sector in the Los Angeles area is also facing economic challenges in addition to legislative hurdles. Rising material prices and a shortage of workers are affecting the overall costs of construction projects. A significant portion of lumber, a key material for renovations, is imported from Canada, which, combined with import duties, significantly increases construction costs. "Under normal conditions, homeowners would set aside about ten percent of their budget for unforeseen expenses. Today, however, they need to allocate twenty to twenty-five percent," warns Volkman, emphasizing that they also assist clients with budget preparation.
