The area is part of the cultural and tourist center of the municipality, located next to the lock chamber of the Baťa Canal. The proposed building functionally connects the reconstructed buildings of the dam houses from the 1930s, the new amphitheater, and the harbor pier.
The area is located at the lock chamber in the village of Spytihněv, at the beginning of the Baťa Canal on the right bank of the Morava River. Along the bank of the Baťa Canal in front of the lock chamber is a newly built harbor pier for excursion and sports boats. The profile of the dam body smoothly transitions into a natural amphitheater.
The uniqueness of the environment with the harbor and lock chamber of the Baťa Canal, the weir with a hydroelectric power station,
the interwar architecture of the dam houses as part of the service system of the shipping canal
Otrokovice-Rohatec, built in the 1930s by the Provincial Government and the Baťa Company, creates an unrepeatable atmosphere that attracts visitors from nearby and distant regions. The period from 1995 was a time of revitalizing and promoting the waterway, cycling tourism on the newly built cycling path, and organizing unconventional cultural and social events on the river.
From an urban planning perspective, the characteristic continuity between the dam house structures and the water element - the harbor is supplemented by the amphitheater structure - is preserved. The observation terrace serves as a natural and functional connecting element between the existing dam house structures and the natural amphitheater.
The summer observation terrace structure with a flag tower is used for outdoor dining and drinking, provided by a seasonal restaurant in one of the dam houses, and for the relaxation of tourists passing through, whether on bikes or boats. The terrace structure has a triangular floor plan oriented with a pronounced tip featuring stairs facing upstream towards the amphitheater, parallel to the bank edge. The terrace, with its form inspired by boat motifs, is designed to allow comfortable recreational use for visitors at the harbor with covered seating at ground level, or on the upper terrace. This level will also be partially used as an audience for cultural and social events in the amphitheater and is shaded by sunscreens shaped like boat sails. The last elevated level of the terrace is an observation platform with flagpoles.
